Attorney in independent professional practice.  Vice president of the Republic (1984-1988), Government Minister (1968), President of the National Planning and Coordination Board (1968-1970), Undersecretary of Education (1963).  Ambassador of Ecuador to the Spanish Government (1996-1998).  Ambassador of Ecuador to the OAS (1993-1996), National Deputy (1979-1984), City Councilman of Quito (1966-1968).  Professor (at the Central, Catholic and International University of Quito), journalist, writer and conference speaker; he was awarded the distinction of the Grand Cross of the National Merit Order, Vice-president of the Andean Parliament (2003), Andean Parliamentarian (2003 – 2007).
